‘I don’t know how many oil blocks Nigeria has’- NNPC COO says

Mr. Bello Rabiu, the Chief Operating Officer of the Nigerian National Petroleum Corporation (NNPC) has set tongues wagging when he revealed to the House of Representatives that he did not know the number of oil blocks Nigeria has.

Mr. Rabiu appeared before the House committee charged with investigating the controversial Malabu oil deal and OPL 245 yesterday.After telling the House that NNPC was in no direct involvement with the controversial deal, he was asked by Razak Atunwa, Chairman of the committee, to state the number of oil blocks the country had to which Mr. Rabiu responded that he did not know.Mr. Atunwa said he asked such a question as he believed it would help lawmakers determine the nation’s oil revenue prospects amidst the lingering financial crisis.Mr. Rabiu said that information concerning  oil prospecting licences and oil mining licences were not kept with the NNPC but with the Department of Petroleum Resources (DPR) and directed the House to contact the department for the information.He also told the committee that the absolute power to exercise discretion on award of oil licences was given to the Minister of Petroleum according to the NNPC Act.The licence for the OPL 245 field was awarded to Malabu Oil and Gas Limited in April 1998 by Dan Etete, a former Minister of Petroleum. The oil firm was later traced to the minister.
