Nigerian Navy Trains Police in Basic Marine Operations

The Nigerian Navy has started training men of the Nigeria Police Force (NPF) in Basic Marine Operations (BMOC). The Inauguration Ceremony of the course took place recently at the Auditorium of Nigerian Navy Ship QUORRA. The Flag Officer Commanding Naval Training Command, Rear Admiral Adeniyi Osinowo, while speaking at the Inauguration Ceremony, said that the Nigerian Navy has entered into a partnership that will enable the Nigeria Police Force to develop capacity for basic marine and riverine operations and to also equip the NPF with the capacity to effectively take part in the security of Nigeria’s Maritime Domain, particularly the internal waters. The FOC said, “The NN and the NPF are aware that Nigeria’s Maritime Domain remains a strategic asset with enormous resources and potentials and equally cognisant that this natural benefit has been persistently challenged by a myriad of threats that have impinged on Nigeria’s economic well-being and national security.” The FOC said the threats, include piracy/armed robbery at sea, drug and human trafficking, pipeline vandalism as well as crude oil theft. Others are illegal, unreported and unregulated (IUU) fishing, proliferation of small arms and light weapons, terrorism as well as environmental degradation. Admiral Osinowo further said that there would be impartation of requisite skills that will promote proficiency in the participants. “Thus, the Command, through the NNS QUORRA runs Professional Operations Courses for NN personnel and occasionally for other agencies,” he said. For this singular reason, NNS QUORRA was tasked to conduct the BMOC for personnel of the NPF. The course is aimed at ensuring that the Marine Police have a grasp of the skills necessary to operate effectively in their assigned areas and in compliance with the existing statutes and jurisdiction. The training objectives according to Admiral Osinowo will include, imparting in the Marine Police their specific areas of operations and jurisdiction in the internal waters best practices in seamanship, navigation and other specific areas of maritime operations. He added that the course is geared towards improving the Marine Police’s ability in Weapon and Boat handling, maintenance, as well as being introduced to the Laws of the Sea, Search and Rescue and elements of Chart Work. The FOC also revealed that the BMOC will last for 12 weeks, during which participants are required to avail themselves of other self-development opportunities through the use of the e-Library and other instructional materials that would be provided. He disclosed that the method of instruction will comprise, lectures/presentation, seamanship practical training, documentaries/films, training visits, seminar, group discussions, swimming, machine and simulation. In his response, the Deputy Commissioner of Police Port Authority who represented the Assistant Inspector General of Police (AIG), Marine Command, Mr Ahmed Illiyasu, urged the participants to make good use of the opportunity. DCP Iliyasu said the Police is always ready to improve on its abilities for the safety and security of the Nation and her resources. Among the 40 personnel on training, 14 are Assistant Superintendents of Police (ASPs), 6 inspectors, 7 Sergeants, and 13 Corporals. In attendance were the Commandant NNS QUORRA, Commodore Francis Isaac, the Commandant Nigerian Navy Centre for Education and Training Technology Commodore, Esther Ogbonnaya, Principal Staff Officers of NAVTRAC and NPF as well as officers and ratings.
